For changing your picture:
•Click on Change Picture, select the file you want, and submit it.
For getting pictures off the internet... I'm not sure what you mean.

All you have to do to get pictures off the internet is to, first, find one. Then:
On Windows, right-click on the image you want and select "Save picture as...". Select where you want to save it to, and it'll download the image to your computer, which you can upload as your avatar.
On a Mac, all you need to do is click and drag the picture onto a blank space on your desktop and it'll save there.

I'm taking a break from Scratch until 2.0 comes out. Any messages sent between then and now probably won't be read - sorry.
