Sometimes a set of blocks are outlines in red because do not make sence like "How do you divided 4 into 0 groups?" and other stuff, I have seen it.

Relax, everyone!
Isn't it great that there are so many knowledgeable and helpful members in the forums? That way people asking questions will usually get a reply soon, if not right away. Also, sometimes there is more than one answer to a question, and while one member might be specialized in scrolling techniques another might be an experienced graphics artist, and yet another has found out a lot about programming music. Even if you get the same or similar answers from several members this will help the asking person and maybe indicate that other members have "agreed" upon something.
Personally, I think Scratch is really all about sharing and remixing, not just artwork and programming code but also ideas, questions and inspirations! So, let's welcome diversity and plurality...
Heybrian, If you wish for an exclusive space moderated only by yourself, why don't you post a q&a project, or - maybe better yet - create a gallery (you could even call it something like: "Dr. Heybrian's Scratch Clinic").

There is no set rule for when a topic gets made sticky or unsticky. Basically when one of us (ScratchR or Forum Moderator) thinks that a thread needs to be seen by a lot of people without getting buried in the pile of newer threads, we make it sticky. Threads that have plenty of traffic tend not to need to be sticky, so it mainly is needed for threads that are important for newcomers to see right away, even if the threads are not very active.
Occasionally one of the group threads (used by an actively chatting group) gets made sticky, as a favor for the group members.
It is all rather arbitrary, but seems to work ok as long as no one thinks of sticky threads as some sort of reward or prize.
