I don't know, I've never heard of it until now. Maybe you have a program made by them installed on your computer that starts when you open scratch for some reason? It could be a virus scanner that scans scratch before you open it.

I have heard of multiple programs and software that are called "PC Doctor", and I do know that one of them is kind of infamous for being a malicious malware/spyware program trying to lure people into thinking that their computer is infected with malicious files when it really is not.
Because you have no idea about why PC Doctor keeps popping up, I have a feeling that you have this infamous malware/spyware on your computer. Try running a complete scan that detects for spyware/malware (*Note: not viruses, because PC Doctor is not a virus and will not come up in a virus scan). There are a list of suggested programs here. (I've had this problem before, and, if I'm not mistaken, I've had some luck with Lavasoft in removing it )
