I wasn't around for late 2008 and most of 2009, but in 2007 everyone was really nice and it was such a small community, and I felt like I knew most of the people. Now it's just... Different. All of the "legendary" scratchers have pretty much left, and I just don't feel as much like I'm a part of something special.
when i said this, i meant the actual website, not the program.
the program would be a 10/10, hands down

How come my list looks the neatest?
There is are rise in '09' because Doody and company(I mean drama-lovers) had either stopped or resumed with little activity. I was happy, because 90% of them made "I AM LEAVING" projects (and THAT was no surprise
) and stayed, became infamous, and are now essentially quitting for real. Thanks goodness no one will pay any attention anymore, all the comments are 'Good riddance' or 'Leaving again? Go'. Like the story 'The Boy and the Wolf'(or maybe it was 'The Boy who cried Wolf!) says, if you lie once, people will not trust you anymore.

Although we can all agree that there are more and more bad projects, although at the same time theres also more and more cool projects. Its just a matter of looking carefully and finding them.
As far as rating, its too compliciated to say.

I think scratch is 9.5/10. There aren't that many bad things that go on in scratch. don't get me wrong there are some, but for the most part scratch is a great site.

7/10 I started programming in 2008, really, but I only found out there ever was a Scratch WEBSITE in early 2009 and didn'tjoin til summer. I wish I'd known in 2008, or 2007, because it seems it would've been... I dunno, FRIENDLIER, except if I'd joined in 2007 I'd only be eight...

8.5/10 It's a great site but there's always room for improvement and being a site that anyone can contribute to makes the site change all the time. Also note I never rate anything a perfect score.

Although 2009 has been generally the year of "pointless art", haven't you noticed that a lot of concepts were expanded? 1 sprite 1 script seems to be really popular, and games have more of a twist instead of just the basics (no offence archmage and archknight, but archknight's adventure was very simple).

8/10. I love it. Pretty nice community overall, and some great projects. Intresting users, not like the single-minded girls at my school. Unfortunately, I had to deduct points for drama and a bit of a limit on the MB spaces that the projects can hold.
And I like the animations and ART. ¬¬ I hate when people critize it, saying "your talent doesn't belong on this website!" You might not THINK you're saying that, but you kind of are. Plus, dA allows games on their website, why can't we allow art?!!

Like funkymonkey said, in 07 all people really knew each other and it was kind of like a small internet village.
Program-wise, 7/10. It really needs more functions, but it's a great stepping stone to other languages.
