I know how to link to pages, but what I'm asking is this:

How do you make a link so that when someone clicks on the link, it'l scroll down to the area or subsection of a post.

No idea. Perhaps have a look at what happens to the url on wikipedia when you do that.

I don't think that's possible, but I could be wrong. Could be useful though, like in An Un-Brief History of Scratch, Resolved Suggestions, and especially your How to Use Scratch.

I saw that in a guide to the forums that was split into chapters and each chapter was a different post. I think it was dingdong who did that, maybe ask him because it is very useful if you are making a guide or what-not.
