Simple AI for a new Robot Wars game - Robot Wars v1

Here is an open challenge to everyone.  Create your own Robot's AI by setting 3 sliders that control your robot's movement, turning and radar scanning.  Once you have perfected your robot post your best in the Robot Wars v1 comments.  Rounds should be best of 5.  Make sure your robot can beat the best one listed in comments.  You can have several entries.  The permutations on the AI's extend to several million.
