No, it's just that Dragonair doesn't have anything that sets it above Dragonite.

However, there are other Pokemon which aren't necessarily better when they evolve, such as Slowbro and Slowking.

Venomoth(with Tinted Lens) and Slaking.
Venomoth uses Skill Swap.
Now Max Attack Slaking with Choice Band reaches a murderous 690 attack.
To top things off, it utilizes a STAB Max Friendship Return, and has Skill Swapped Tinted Lens which makes .5X effective moves into 1X effective moves, and .25X into .5X.
If that doesn't * every Pokémon in the game, I don't know what does.

Ttar uses earthquake.
Slaking Dies.

Scarfed Venomoth is faster than any ScarfDos will ever be, therefore Skill Swap goes first. Slaking is quite bulky, and STAB Return with neutral damage coming off 690 Attack is no joke.

Pokémon online is generally better because it's less laggy, has a friendlier interface, and has double battles.
