90% of 10 means exactly the same as 90% x 10. If you accept the fact that 90% x 10 is 9, then 90% must be 0.9, because 10 x 0.9 = 9, and 10 x 90% = 9. Do you understand? I just happen to go to one of the best schools in Britain (I'm not boasting about that), I'm not saying that makes you stupid, but I have been taught this is maths. I even did it on my scientific calculator just in case I was wrong.

No, 87.5% = 0.875, that is correct. I did it on my scientific calculator to prove it to myself just in case I was wrong.

I agree with cocoanut. If you are 90% famous and you convert that to an "out of ten" rating system you would have to get 90% of the highest mark (10), so you would get 9.
10/10 on this thread. 4/10 anywhere else.

Try putting this in your calc: 10 * 90% You'll get 9, amazing!
If 100% is completely famous, would 90% be .9/10? No, that would be 9%. But we're talking about 90%... I don't know how to convince you further.
