10mb is for so people won't take all of the bandwith by making 1gb projects and stuff,
if you ant to keep the file size on your projects down try not putting really long music or a ton of sprites, you can also put up your project on a java applet on another website and surpass the limit.

Yeah, there is a limit. It's 10 megabytes, as 67589jun stated earlier. The main way to surpass 10 megabytes is by having at least 10 minutes of music (that alone will probably do it). To keep your game below 10 megabytes, you should remove all unnecessary music (sound effects are quite harmless, they're just a second or two normally), don't do stupid coding (like when you press space, you broadcast something, and then you receive something that does something. Just press space and do the thing, don't bother about the broadcast), and use your common sense.
Of course, you might be really reluctant to remove your music. It was like that for my Star Wars game. It was 15 megabytes, but the music really added touch. So I uploaded it anyway (you can, it just won't work online), and mentioned in the project notes to download it to play.
And yes, if you want, put your project up on a different website. It won't be the same, but still...

Good point... people forget the old limits when they were even worse and ask for more.
