"Rules" page

Most PunBB forums include a link to a "Rules" page, and require the user to agree to them before he/she registers.  I found that a certain user, who is somewhat infamous on Scratch for flaming, started acting better on my forum (which uses the rules page).  It could be a coincidence, but I don't think so.

So I was suggesting that they add something like this to Scratch.

Also access to the "User list" page that comes with PunBB would be helpful sometimes.

I think they removed that for security issues.

It's not a bad idea, but it might confuse younger Scratchers. And it's a bit unnecessary.

Sure, it could be nice, but you have to think about what rules there are. Of course, there isn't a problem with that, but I'm just pointing it out.
