The links are on not on your userpage, but, rather, the userpage of the friend you want to add. You have to go to the userpage of the friend you want to add; then you click on the link to add them.

Something like that is already under consideration. The ST is thinking about changing the friend system on Scratch along with the website changes involved for Scratch 2.0.

How do you get to their userpage? Ive only just got it so dont know much about SCRATCH!

One issue on Scratch is that some people view the friending system like a following system on twitter or the watching system on dA because a "friend"'s project appears on the front page. The reaction is mixed. Some don't really care, but others get freaked out (especially younger users and parents of users) when they see a stranger friending them. Other times, a user friends someone expecting to be friended back in return, only to not get that friending back. The friending ettiquette has never been consistent around here because it's not a two-way system. 

While some people do just add users right away, keep in mind that some users and some parents of users here are wary of the friend system. I think it's more polite if you ask them. Besides, even if they say "no", it doesn't mean you can't track that user's projects anymore - you can always use the RSS feed instead to keep track of new uploads.

Then you'll like 2.0, the following system is much better, in my opinion, too. Currently, I use the friend system to be able to see new projects from a few users' who's projects I like on the front page "My Friends' Latest Projects" section. But, other people have different ideas about what being a Scratch friend means, which gets confusing and hard to guess. But with 2.0, following someone will mean the same thing for everyone: they like your projects and/or want to watch your activity.
