To make a (link to project), just type the project's url into a comment. To make another topic, click on a forum category, and then look for the link to the right above all the other topics that says "Post new topic".

Scratch 2.0 is planned to be able to make projects online, but there is no feature that allows that yet, there should be a link in the announcement forum for the download link for 1.4, or on your mystuff page. Adding friends, you go to the person you want to add as a friends's page, and click, add as friend, then ok.
