This sounds great...how do you see it working? Maybe a Tutoring topic in the Forums with a list of people that are willing to tutor in an area?

That sounds like that would work. 
I'm not sure where a Tutor-ing thread would belong—not really in Show and Tell—maybe new Scratch Members or All about Scratch?
Or there could be a Topic in the Forums for just Scratch Tutors, as you said.
