Norberts: Banned or Not?

A couple of days ago, I was on the forums, and I saw a comment by norberts. Under his name it said, "Banned." So, I thought he was banned from Scratch. But just now I saw another comment by him and it didn't say banned anymore! It said "Member"! What's going on?

Not all bans are permanent. Some are temporary, it could last as long as they like. Like a week, a day, a year.
