message system?
maybe we should have a message system so we can chat with our friends! what do you think?

The same reasons are used to explain why there is no private messaging on Scratch.
Users could bully others without anyone knowing, lots of parents do not want to take that risk. Using the comment system we have now, you can talk to your friends, but everyone can read it, so when something happens, people can click "Flag this comments" and the Scratch team can handle it.
