What do you mean? Change the cursor on ure computer or on a scratch project.
If you mean on a scratch project, then you can't, as there is no way to hide the current cursor and replace it like you can in flash. However, you could tell the custom cursor to go to the cursor.

as mozaz said, there is no current way to hide the defult cursor, however you can set a custom curser's x and y value to the xmouse and ymouse value
