Layering doesn't work offline?

How come layering works online but not offline?

Dear Scratch Users,
I'm done with scratch, or at least making projects. I have made one last big game, thats both fun and teaches a lesson about water. It'd mean a lot if you gave me feedback.                              http://scratch.mit.edu/projects/bosox397/569201

Look at my project Drippy 20. The layering for the hands and arms works online, but not offline.

Well, layering usually works offline for me. I'm just not on a computer with Scratch right now. Did the project work before you shared it? It could be something wrong with the conversion process.
