Block timing???

I have noticed that if you have 2 scripts:
number one:
When start clicked:
---------------
Repeat(500)
wait(0)seconds
---------------------
wait(1)second
Say hi

number two:
When start clicked:
wait(1)second
Say hi
************************************************************************************************************
The second script will go first. This means every block has timing even if it has no wait(x)seconds or for(x)seconds??? Since this is true, can somebody tell me the exact timing for these blocks? Is there a different time for larger, more complicated blocks? Somebody please answer!  sad

Yes, to make the programming simpler for new users they have added a delay - which I believe is 0.01 seconds.
EDIT: after testing, it can vary depending on the computer - I got several different results ranging from 0.03 to 0.01 seconds.
