I myself am sort-of one of these, and I have many friends who would love to get constant views and lots of fans. So heres some helpful hints-
1: Make friends. This does NOT mean you add tons of people to your friends list. You'll just be regarded as a sore loser (no offense to some of you). What I mean is putting nice constructive comments on peoples projects. This might be long and painstaking, but after a bit you'll find you've made a true friend and the people you talk to will compliment your projects back. (I can prove this)
2: Of course it helps if you have one of those fancy tablets so you can show off your drawings, but not all of us are that lucky. I practised drawing with a mouse for a bit, and the first half of my Kung fu Fighting project was totally drawn with a mouse. (that project got on top loved!) Tip: If you have a Windows it helps if you adjust your mouse settings for smoother pics. Try turning off pointer precision.
3: I advertised all my good animations in the forums and that's when I started getting top viewed. It gives that little bit extra amount of people you need. Try to avoid advertising on projects otherwise your morale will lower something like that.
If you make a fancy project telling people to look at a certain thing you did that sometimes works.
4: Be patient! It took me a year to get famous, and I've often seen people quit just because they never got to be a celeb. NEVER quit because of this, quitters are not destined to be famous.
If this doesn't work you can blame me, and then I'll tell you that you didn't try hard enough.

These are all very good tips...particularly the one about taking time to look and comment on other people's project - being a real friend by trying to help them get better
I would also like to add that good, well-thought out projects that you spend time and effort on help a lot too. Make sure that your project works the way you want it to - test all the features. If something doesn't work...point it out in the Project Notes or the Forums and ask for help, maybe somebody out there knows the answer.
And finally - remember that fame is not the goal of Scratch. Even if you never become well known beyond a few close friends - if you learned something useful or fun - you came out ahead. Scratch on!

Nice tips Maki! Although I find popularity very annoying, I understand there might be people who want to be popular... Kudos to them if they succeed.

My personal recommendation:
IF you want to be popular, don't upload your first projects to Scratch. Compare your project to others on Scratch, and if you think your project is good and original, then it is safe to upload. If the internet sees only good projects on your Stuff page, people will visit your page more often, because they would know that you are a Scratcher of proved worth.
You can create two accounts - one just for fun, to which you can upload all your projects, and the other for good rpojects. You will need a fun account if you become popular, because popularity will probably be a burden for you.

Great tips! I'm actually pretty popular already, I have only been on scratch for 6 months. Through that time, I only started getting good after my first month. But I'm mainly popular because of my site, it could be really helpful to newbies and others. It REALLY helps to have a site! It's pretty fun to brag too, LOL. It feels great to have my site too, it'd be nice if you can see some of my projects. Viewing my site and commenting, THE BEST WAY TO MAKE MEH HAPPY. LOLZ, It's fun to be random. I might become fully famous very very soon.

My story is kinda wierd... The funny thing is that I got popular right after my first project. And my second project was featured, which added on to the popularity...
I guess it was really easy to become popular those days... I think I'm the oldest active Scratcher left on here. O.o

MyRedNeptune just registered a few days before I did. I registered when scratch was featured on digg.com. Some of the best scratchers came during that time but not too many stayed around. People started checking out what projects I uploaded after draw your game was featured. I like that scratch is a nice place and there are no requirements for uploads. I thought that it would just be a break from flash but I stayed longer than expected. To be honest, I don't think that any of my projects are that great, they are mostly the project of boredom.

I agree with your tips, particularly the be nice and helpful one, I've never advertised for stuff on the show and tell forum though, always seemed kind of like a cheap way to get people to look at my stuff, I'll consider it though, there's some things I've made that are pretty good engines for stuff that could be helpful.
