Unless they completely reprogram scratch to go as a flash then it's not possible.

Ugh. No, this site doesn't need to allow flash uploads.
The whole point of this site is Scratch, not flash.
As you pointed out, if you have flash content that you want to display, hop on over to newgrounds.
Animated sigs must be banned!

Scratch will never let you upload flash files just .sb (scratch) files. However, a flash scratch player may be possible.
You want to upload flash? Then use newgrounds.

SCRATCH is a simple programming language that allows you to create games, animations, etc. The SCRATCH website is dedicated to showing games, animations, and other interactive projects designed using SCRATCH. It's free to download here if you're willing to try it out: http://scratch.mit.edu/download
You could try redesigning your cartoons using SCRATCH, and then upload them here onto the SCRATCH website. Other than that, if you're really into flash, then, unfortunately, this isn't the website you're looking for.
