I want to publish a scratch game to my computer. I've heard of programs like squeak and chirp, but don't know where or how to get them.
Any help would be greatly appretiated.

If you've already downloaded the Scratch program from the Download link on the front page,
http://scratch.mit.edu/download
then you have Squeak since Scratch is actually written in Squeak. Chirp is a customized version of Scratch that was developed by Jens to try out some experimental features. You can get Chirp from
http://www.chirp.scratchr.org/
I'm not sure what you mean when you say you want to "publish" a scratch game. Once you have downloaded the Scratch program, you can save and run Scratch Projects without having to go online, if that is what you are looking for.

Since Scratch is free you can just share your projects with your friends if they also have Scratch (if not, they can download it for free, too). Of course, you can also post your projects on *this* website, which IMO is one of the coolest things about Scratch.
If you feel you absolutely need to share your projects as .exe you'll find a little (free) utility application for this on the Chirp-website (linked to in Paddle2See's post above)
Good luck!

That makes me wonder, has chirp been updated for 1.3/1.3.1 yet? I haven't used it, but I don't see anything on the website that says it works for 1.3 projects...

I have the feeling that it has not
But if you want to share your Scratch projects with your friends, they can still just install Scratch on their computers so it shouldn't be that big a deal.
