Images from your documents won't upload if you just put a link straight there. Try using an image uploading site like Tinypic or Imageshack Then we'll all be able to see your design

I don't think so... It's meant to appear where the Scratch logo is, at the top left corner, and an animation might be a little annoying... But you could try submitting it as an animated gif and see if it's approved.
