While glough didn't give credit to any of the projects, the projects display (automatically) the credit to the original creator. Therefore the copying is not illegal because it follows the license assigned to all the projects shared on this website.
glough's IP was banned because his attitude towards others was disrespectful.

Sounds like two different things are being discussed here. 1) One is that some users are taking credit for something someone else did. 2) Another is the idea of sharing (being free to download or upload code originally no matter who originally wrote it).
Sharing is more important than most people realize. It is a way of thinking...a way that encourages people to help those around them. It makes it easier for us to learn when others are willing to show us how they did things that we don't yet know how to do.
But taking credit for something someone else thought of IS disrespectful! We added the "based on" hoping that it would give more people the credit they deserved, without having to give up all the benefits of sharing. If anyone knows of projects that are missing the "based on" credits or if users post comments taking credit for something another designed please do flag it!

There are two other copiers I found, unfortunately
. keane and eonder are both very bad copiers. They aren't as rude as glough, but they just ignore the comments instead. ones that say, "you copied this"--blah blah blah. Davidchen doesn't copy other peoples projects, (Yes, it is Davidchen, you can't do spaces in your name), he takes the ones that are availible on the place where you make scratch projects. So in andresmh, natlie, ericr, and mres's case, he is copying.

I noticed earlier in the topic that andresmh asked for an example of copying a project and slightly editing the scripts. Once, Raymen29 copied someone's Mario game and made Mario change colors.
Oh, and, I don't think it's copying to edit an example project. The creators suggested in the project notes that they could edit it in various ways! However, that is for the mods to judge.

Well... I'm not sure if this will help or not... But if you type in "Contact Us" in the search bar, you can report him/her to the Scratch Gods(aka the Scratch Team) XD
But it really goes down to this: Is he/her copying you COMPLETELY? Or are they remixing it? Or more importantly, did they give credit? I have no clue though, I'm not you
