Are you talking about the Ignore list here?  And if so, is that what other people are seeing as well?  That's not my understanding of how the feature is supposed to work.

Well I mean, once Maki-tak flagged a user I did not flag, and his comments kept coming up as ''Comment not displayed posted by a muted user''

Heyfireball360, muted comments on project pages and galleries are by people who have been put on the ignore list of the project/gallery owner - however, you should still be able to see comments made by that user elsewhere. For example, if UserA was on  UserB's ignore list, then you will not be able to see comments by UserA on project or gallery pages created by UserB - but you would still be able to comments created by UserA on projects and galleries not created by UserB.
