What does it mean when a set of blocks is oultined in red I need this for a school project

When a whole set of blocks put together are outlined in red, it means that whatever the blocks are supposed to do can not happen, or is "illegal" in Scratch.
One example is putting a (Background) Block into a switch to Costume block of another Sprite.

Another common error that gives you the red outline is division by zero. If you have a calculation using the "/" block (from Numbers) and the number on the right is zero, you will get the error.
