Background layer
I'm trying to import a background(BG) sprite and then place other sprites ON TOP of the BG that I can then animate. I'm using Scratch 1.3 but in my looks tab, I don't have the background block. Does anyone know how to do this? Thanks.

You have to be working with the Stage, not a sprite in order to use the Background block. Look down by the bottom of the Scratch screen at the list of sprites in the project. The Stage is just to the left of the sprites, try clicking on that.
