You... What? Scratch won't save your GIMP drawing?? Wouldn't you be saving a GIMP drawing in GIMP??
If you're trying to open a picture in Scratch that you made with GIMP, I guess try to make sure it's a filetype that Scratch supports but I really have next to no idea as to what you mean

I believe there is an Export option on the File menu. From that menu, select probably the PNG filetype, give it a filename, and then press the Export button.
In the case it doesn't have an Export menu there, select Save as... and type in (filename).png, with whatever filename you desire.

Yup, adding .png to the end of the name is VERY important, because Scratch only supports png, jpg, and bmp, and the only one of those that supports transparency is png, so it's recommended. :3

Actually, scratch 1.4 also supports gifs, which will be split up into their frames (if applicable) when they are imported.
