The version of 2.0 that you can run off-line will be available later this summer. In the meantime, you can create projects directly in your browser, using Scratch 2.0 (online version) or you can make them off-line in Scratch 1.4 and upload them to the new site.

I find that Flash swf files lag more in the browser. It is probably because the browser is using lots of memory.
