Scratch for Android (not exactly but it is)
I found this app called Catroid and its just like Scratch, but on Android.
It's not available on Google Play market so here's the download link.

It says credit to 3rd party, that means they did not make it. All the website does is gives out a link so the user can find it and download. The site was already approved through virus total, because the website sends it out to the antivirus websites for checking and software.
