controlling visibility of standard blocks

Hello,

A question about the customisability of Scratch and particularly BYOB (now Snap!):

Can I control which of the standard blocks appear in each group?

Can I control which groups are visible?

Should I wish to restrict the choice...

Are there config settings that would allow this?
