Add A Change "Glow" Effect Block

Scratch really needs a glow setting. Could you possibly do it for 2.0? This would be a fun option for many things. It would make scratch better than it already is, which is almost impossible.

set [color v] effect to ( )
Use both together.

Welcome to scratch! Just use the brightness block.
