well, I asked my sister why the heck kristen stewart stutters and "umms" all the time and she said the character is like that and has mental problems sorta

It depends. Harry Potter is aimed at children and preteens of both genders, while Twilight is aimed at teenage girls. The responses you'll get depend on which demographic is answering, not which is a better book.
However, in my own personal opinion, I like Harry Potter better. If you like Harry Potter though, you might want to try out the Young Wizards Series by Diane Duane, they're great! *In my opinion, they're better than Harry Potter*... SSSHHHH! DON'T TELL THE POTTERHEADS!

I've read all of the Twilight books and never got the impression that Bella was supposed to be mentally challenged.

Twilight is not stupid. It has a nice unexpected plot. I like Talor Laughtnor and all because hes hot, but thats not the reason. The twilight series was enjoyable. HarryPotter was unexpected but kind of lost my attention, It was hard to follow. THeir both good though.

Yeah actually, I've like, had Harry Potter movies playing on the TV in the same room as me but I wasn't really watching because it couldn't keep me interested. I've managed to watch almost all of one of the Twilight movies though.
