I understand this "everyone must learn to program" philosophy proposed in the video, however I believe it should be the very basics (i.e. Scratch), and just for the sake of understanding how a computer works (executing instructions and manipulating data stored in memory), and encouraging logical thinking. But nothing beyond that: whether one wants to specialize in information technology is up to each student (and ideally, the school should provide spaces for further study of the subject, such as an after-school club).
My school already does this; all 9th and 10th graders are taught IT as a mandatory subject. The curriculum is a bit messy, imo: networking concepts and HTML in 9th grade, and Turbo Pascal in 10th grade. Nearly no notion of progress, as they're quite unrelated.

tl;dr: Yes, but only the basics as not everyone's got the mind to be a programmer. My school does this; could be better.
