Second I'm talking about the original game which was for PS1.
Third I don't think there are any very prominent "PC" racing games, why not discuss just racing games in general on all consoles?

Best PC game? I'd say Test Drive Unlimited 2. Those guys managed to make a driving MMO out of it, you can get it off Steam for 5 bucks, multiplayer isn't dead yet. Go check out some youtube vids on it.

Sonic & All stars racing transformed is a pretty good one, if anything
Solid controls, good graphics, actually being rewarded for driving well (I'M LOOKING AT YOU BLUE SHELL).
Really. The blue shell equivalent is avoidable, but it's hard to do.

Anything from Need for Speed series. Some people say the cars handle like barges, but I haven't ever noticed that.... The best are NFSIII: Hot Pursuit (simple, fun, and the first non educational game I ever played :3) and NFS Most Wanted (2005 version) because it's just plain awesome and addicting (and not to mention open-world).
