Basically a place where text can be edited in real time. It's unmoderated though, so I recommend you don't look at most pages.
However, you can make your own specific pages, like [removed] links you to the scratch page I made.

Unmoderated websites are risky to link to on Scratch because it doesn't guarantee that the website content will be okay in the future. If the website is unmoderated as you say, then it might be best not to link to it.
