I tried compressing 4 songs from about 10000 kb to ~3000, but I realize that now, the file is even bigger. It allowed me to publish the projects when I did not compress the songs, but now, it does not allow me to.
Is compressing what I think it is (making file smaller by reducing file quality)?

This has actually become a problem for me too.
I'm actually questioning if compressing is really worth it.
Just try and upload without compressing.

Depending on the starting quality of your audio, Scratch might actually be upscaling it, since I assume "highest quality" is a set bitrate.
