User Icon File Size

Hello. I found a Nanerpuss animated GIF on Know Your Meme, but it was too large to upload as a user image. So I put it into Scratch, shrank it a couple of times, added a background, and tried uploading it again. It was still too big. I want to know...

A) What the maximum file size is
B) If it being animated matters
C) If the gradient background matters. I noticed that when I exported each image, it said "Writing image data..."

Thank you for reading.

P.S. Does anybody know a good site for creating animated GIFs?
