I think Scratch should advertise, like on TV or on websites. That way, more people can find out about Scratch. Otherwise, it is much less likely for people to find out about Scratch, so advertising Scratch would create more opportunities for kids to learn more about programing.

Unfortunately, advertising is very expensive and I'm sure MIT has lots of other projects like Scratch that could put this money to better use. Scratch is already mentioned on loads of sites and in the news, and most people find it by searching online.
Another great method is word of mouth: if everyone tells their friends and teachers about it then it will passed on and more people will know. We can all do our bit and spread the word, it's free and it's more likely to get to the right people.
