I couldn't know as I haven't used Flash in ages, but I suggest Googling tutorials about tweening and effects (if you want to use Flash for animation), and a good ActionScript guide (if you want to program games and the such).

Either Adobe Flash Professional CS6 (I think we're in CS6 right now) (not free) or FlashDevelop (more free, I like it less, but VERY FREE). As for learning, I would recommend lynda.com (not free, but I think that its quality is fully worth the price, and also has tutorials for most other software-related stuff) or just Google searches. Wait (yeah, too lazy to delete all that text), I think that CS3 might be free, if memory serves. Go check that out.

I'd prefer HTML5 myself. It's compatible on everything and it's fast and can be used with some very professional graphics.

anyways you should actually get cs3 or flash 8 because cs4 and up are complete pains in the neck to use

Use CS3. For tutorials just google it. Though I do recommend learning HTML5 and javascript both are free and work on almost every device.

CS3 isn't free. CS2 is available on Adobe's web site, but it does not include Flash. They may have still been separate companies at that point.
