Nope, sorry! There's no way to change the design. But you can change its color by a hidden feature (it's very complicated, though):
Right-click the R of the Scratch logo while holding shift, then chose "turn fill screen off". Then, while holding Alt key, click on the list 5 times, and then click the red ball. There's the option to change the color of the list and the border.
To change Scratch back to normal, just right-click the R while holding shift again, then chose "turn fill screen on".
