With songs, it's usually ok as long as the swearing is limited and obscure, and you write a warning on your project notes.

You won't be able to get on the front page though.

Kinda depends.
Usually it's okay if it's on a Scratch project, but you might wanna give a warning first so your viewers know.
On the forums though, it's not allowed and it'll get blocked out by the mods.

Definitely flag it. I had a project once, and someone wrote the f-word in a comment. Yeah. So I deleted it.

I would avoid any words/expressions you wouldn't see on a kid's show.  I'd guess "darn" and "dumb" are okay; I'd use "@#$#@" for any viler words.

Really, when you think about it, how important is the message you want to share if you have to use profane language to make your point.  If you care enough about the project, try to find an alternative way to express a strong emotion.  Harsher words don't make you more expressive, but they do make you appear less capable of articulating your thoughts and feelings.

If there is a song you want to use that contains swearing, I would try to find a censored version and, failing that, find another song.  There is really no valid reason for uploading a song that contains swears.  Even if the swears are obscured, I would question why you would want to use such a song on a site that is supposed to be friendly to all ages.
