Do community moderators get to (1) give admin messages and (2) moderate the main site?

I played with it in ScratchR, they don't have any special abilities. They only get the little circle by their username, which is just to tell users that they are reliable and should be trusted.

No, only ST members are able to do that.
and (2) moderate the main site?
They don't review reported projects (only the administrators do that), but they are capable of putting a project under a community censor (if they come across a case that needs one), and comments they flag are immediately removed (normally, comments don't get removed unless it reaches a certain number of flags).
