When he/she meets the criteria to be upgraded. It is automatic. Just be active on both the main site and the forums and you will soon become a Scratcher!

It's automatic, just be active on both the forums and the main website, and you should be upgraded before you know it!

There isn't another requirement, it's just 3 projects instead of 2. Also, because of the way it works, you need 1 forum post too but I doubt that's the secret requirement that you mean.
