1. Yes, of course. It's going to get a new look to match the 2.0 site and the information will be 2.0-centric, but it will definitely still be here.
2. I believe you just have to have been in the community for a while. There's nothing specific, really. We're just trying to make sure that people have experience and aren't just making accounts and signing up, so I think that the approvers take things like projects, forum posts, etc. into account.
