Sorry to sound dumb here. We are trying to make Scratch animations that explain topics in elementary school science curricula for a country in Africa. The end goal is to insert the animation into an ePub, in this case iBooks Author, so the curriculum is mobile, animate and interactive. Scratch is the way forward for elementary schools so we prefer to use Scratch as the medium (as opposed to high-end epensive software like Flash). Converting non-interactive animations is cumbersome but workable. However, interactive quizzes made in Scratch pose a problem. Remember, the hurdle is that students may not have access to an Internet connection so it needs to be self-contained. (Oh, if there is a solution it may also help other countries to go more digital. More later if you want to discuss).
Any solutions or ideas? MIT Scratch team any advice?

This is a really tough one, not only do you want Scratch projects viewable on the iPad, you also want it to be saved locally. I'm not sure about this one....
