So after looking through my old projects, I realized that I've improved in art a LOT. Here's some of my old art:

Though I still have a long way to go before I get GOOD good in art, I'm still glad I've improved at ALL. There's some good artists on Scratch too, so if you want post some of your old/new art here.
(Also I wasn't sure if this was better for the making/creating or reading/playing forums)

Lol, I just drew more over the last few years - there was a critical moment for me when my art went from bad to more understanding about sketching/shading/all that. Try to find something that inspires you.

I draw all of my digital art now on a free program called GIMP, with a Genius MousePen 8x6 tablet.

GIMP is free, but unfortunately the Genius MousePen 8x6 is not...obviously lol. Maybe I'll get one in the future though...

Yeah, but some Wacoms are or are not cheap, depending on the model and the features it has.

It's cute, but it's as if it was a piece of paper that was photographed from an angle. It's skewed somewhat. Maybe it's my monitor.
Also, the art collab sounds cool! But do you mean shading AND colors or just colors? Also I'm terrible at backgrounds e_e But I COULD do colors. I'm not sure - I like doing outlines too, so... But I like your idea.

To answer your questions:
1: Adobe Illustrator's pen tool does that, it's pretty weird.
2: Shading and colors, I guess.
