if that was the case people would get an iPhone, not text or call anyone on it, meaning they pay absolutely nothing for it, and then use another rubbish phone for calling and texting

It's not 99 cents, it's two thousand dollars. You can't get the phone without the contract, and you can't break free of the contract. It's cheaper than buying an unlocked version, but still not 99c.
