Your "Community" forum is just a disguised way of wanting the Miscellaneous forum back.
I would like to quote Lightnin (on behalf of the whole Scratch Team) explaining why they closed the Misc forum (from The Miscellaneous forum will be replaced 1/26/12)

Where would you accurately put a poll? QaS? Last few were locked. Project? Almost no-one will see; that's why we go on the forum.

the point is, it can. but there should be a forum to consolidate that information into. (correct me if im wrong Molybdenum)
This. Projects hardly get views and besides, we have a 500 char. limit on comments. What if you want to discuss a lot about something?
