No, and it never will. However, online multiplayer games may be possible with scratch's networking capabilities.

I am learning php and mysql in school so I wanna try to make something when I get good with the languages. It would be great if someone from the scratch team (or anyone who is good at coding this stuff) could code some sort of tool and make instructions so that multiplayer stuff would be easier.

sorry, but no. it was never released... only a beta was created. it's a shame because we all wanted too see netscratch!
