There are some Scratch to EXE converters around. Also, Scratch 2.0 (features may change) may have a 'Share To' feature with several different websites, such as Facebook.

ive seen it done though, i dont know quite how it works but you need to put the flash player on your site

You can download the files for the flash player somewhere, then you upload the .sb file and somehow run it

The closest way I know how to do it is using Scratch2exe.
